Your article refers to the expansion of the Luas Green Line to Broombridge in 2017, with plans for another extension to reach Finglas. The anticipated completion for the additional 4km stretch is said to be 2031 (reported on October 21st).
It strikes me as rather extraordinary that it would take fourteen years to provide transport facilitation for a community of 60,000 individuals, particularly when one remembers that the Dublin United Tramway Company set up an electric tram network reaching as far as Whitehall in 1903, a good two decades prior to any substantial residential construction in Upper Drumcondra.
