The end of the custom chopper in Europe?

Will we end up seeing custom made choppers showcased only at specialized bike shows and never on a road again? This could happen if the European Parliment has its way.
Their latest proposals, beside wanting to make ABS mandatory on all new bikes from 2016 while scraping Combined Braking Systems, adding more stringent emission limits, they are now proposing a ban on those raked out forks and on tuning modifications (they say it’s for low power bikes – but you never know how informed politicians really are) which could easily put some custom houses and tuners into economic trouble and with waning motorcycle market and sales in Europe … you can see the bigger picture.
