O’Reilly has laid out plans for 479 residential properties at a location in South Dublin

Castlethorn, overseen by developer Joe O’Reilly, has submitted plans for a proposed €192 million development comprising 479 residential units at Shanganagh, Shankill in the southern region of county Dublin. The application to Dún Laoghaire Rathdown Co Council has been lodged by Castlethorn’s branch, Aeval UC, appealing for a seven-year authorisation to proceed with the project.

The proposed development encompasses a combination of houses, duplexes and flats distributed across nine blocks. These structures will vary in height from two to seven floors, located on New Residential zoned lands on the eastern side of the Old Dublin Road, in accordance with the Dún Laoghaire-Rathdown’s County Development Plan 2022 – 2028. The 18.8 acre development intends to expand northwards from Woodbrook Phase 1, which is presently under construction.

Stephen Little & Associates, acting as planning consultants, reported to the council that their client, who is the majority stakeholder of the Woodbrook lands, is eager to proceed with the second phase of residential development. This includes the establishment of the Woodbrook Neighbourhood Centre, poised to enliven the burgeoning settlement with fresh retail opportunities and community congregation points.

The planned development comprises 320 flats, 30 duplexes set in nine structures, along with 105 houses varying from two to three floors including 63 three-bedroom and 42 four-bedroom houses. The proposed scheme also incorporates three retail units, a café or restaurant, and a community resource section situated within the stipulated mixed-use Neighbourhood Centre.

To meet its social housing obligations under Part V, Aeval has listed a preliminary price of €38.49 million for the prospective sale of 101 flats to the council.

The planning application, delivered alongside a 133-page report from Stephen Little & Associates, touts the proposed scheme as well-conceived and sustainable, offering multiple public amenities in an easily accessible outer suburban locale.

The Stephen Little & Associates planning report argues that the forthcoming development project will considerably enhance the lifestyle of Woodbrook’s inhabitants. This will come in the form of a dedicated community centre inclusive of a main convenience supermarket, an additional two retail outlets, and a specific cafe/restaurant venue. Equally important will be a substantial amount of superior public open space, intended to be a central gathering spot within Woodbrook. Notably, the proposed development brings forth avant-garde housing styles for a condensed layout and densities suitable to its geographical position. The further addition of a residential aspect will offer crucial backing for the prospective establishment of a Dart Station.
