People can allow travelling from the UK to France who is French residents, EU nationals, or for fundamental reasons. They should take a pre-departure Covid test and quarantine for seven days on arrival.

The UK’s Foreign, Commonwealth and Development Office (FCDO) revealed the new French commands refer to all car, ferry, air, and train travellers.
French is in UK’s amber list country so people from France should self isolate for 10 days and take two tests in return.
